The best view of the Budva riviera is not from any terrace; it is from a paraglider a few hundred metres over the bay. Tandem flights launch from the ridge at Brajići, in the hills high above Bečići, and glide down over the coastline with the whole postcard laid out beneath: Sveti Nikola island, the walled Old Town, and Sveti Stefan down the coast, before landing straight onto the beach at Bečići or Rafailovići.
Tandem means exactly that: you are harnessed to a qualified pilot who handles take-off, the flying and the landing. There is no jump and no free fall, just a few running steps on the launch slope and then the ground drops away. No experience is required, and operators routinely take children as passengers.
The flight itself lasts up to about 20 minutes depending on conditions, but plan for a couple of hours end to end, since the trip includes the drive up to the launch and the usual waiting for wind windows. Flights run roughly April to October, always weather permitting, and pilots will postpone rather than fly in poor air, which is exactly what you want from them.
Book directly with the tandem operators or through the activity desks along the seafront, and confirm the meeting point when you book, as pickup arrangements vary. Wear closed shoes, bring sunglasses that will stay on your face, and pay the small extra for the flight video if offered; nobody regrets it.
